At idle I let the car get to temp the fans never come on. Water then boils over from the overflow. I let the car cool down, then started again. Not adding more fluid It could have been over filled.

Also its not really the engine overheating, its the water boiling. Next test was to remove the thermostat all together to see if that is what was causing the water to boil by not opening.
